YAC By-Laws

Article I -Title
The name of this organization shall be the Fluvanna County Youth Advisory Council, hereinafter referred to as “the Council.” 

Article II - Purpose of the Council
The Council shall serve as an advisory body to the Fluvanna County Board of Supervisors. The Council may serve as liaison between organized groups concerned with youth, specifically the Board of Supervisors and the youth citizens of the county.

The responsibilities of the Council shall include, but not be limited to:
a) Acting in an advisory capacity to the Board of Supervisors on matters related to youth.
b) Supporting or providing a public forum where concerns about youth can be expressed;
c) Provide education to the public regarding youth-serving agencies, organizations, and services available to youth, and their families, living in Fluvanna County;
d) Assist in the establishment and / or enhancement of programs and services for youth;
e) Creating and coordinating opportunities for exchange between the youth-serving agencies, organizations, and services available to youth in Fluvanna County.
f) In conjunction with other youth service agencies, assisting in the development and monitoring of short and long range planning for children and youth within the County of Fluvanna, and presenting these proposed plans to the Board of Supervisors;

Article III - Membership
Section I: Membership of the Youth Advisory Council shall consist of interested citizens and representation from local government, agencies and youth-serving organizations, and at least one, but not more than two, citizens under the age of eighteen, with a minimum age of fifteen. Term of appointment to the Council shall be for a two- year period.

Section II: The Council shall elect its own officers. The Board of Supervisors will approve the council by-laws. The Board of Supervisors will appoint the membership of the council.

Section III: One or two youth members of the Council shall be below the age of eighteen with a minimum age of fifteen when appointed and shall serve a one-year term. Youth members may be re-appointed, if eligible. The youth member may not be an officer.

Article IV - Officers
Section I: The Youth Advisory Council shall elect the following officers: Chair, Vice-Chair, and Secretary.

Section II: Officers shall serve for a term of one year and are eligible for re-election.

Section III: Officers shall be elected in June. Nominations will be taken from the floor during the June meeting. Officers will be elected by majority vote and new officers will begin their terms at the July meeting.

Section IV: The duties of the various officers shall be as follows:
a) The Chair shall preside over all meetings of the Council and shall have such usual powers that pertain to the office of Chair. The Chair shall coordinate the work of the officers and special committees and shall be an ex-officio member of all special committees. Other duties may be designated by the Council.
b) The Vice-Chair shall perform all the duties of the Chair in the event of absence, resignation or inability of the Chair to serve until such time as a new Chair is elected. Other duties may be designated by the Council.
c) The Secretary shall keep and record the minutes of each Council meeting. The secretary shall furnish copies of all minutes to the Council members and the County Administrator.

Article V - Meetings
Section I, Meetings: Regular meetings of the Council shall be held monthly, at a time and place designated by the members of the Council.

Section II, Attendance: Attendance by all members is encouraged.

Article VI -Committees
Section I: Special committees shall be appointed to serve as the need arises. These committees shall function until their purpose is completed.
